On 15 January 2026 a decision was issued that fundamentally changed vehicle import rules for Pakistanis living abroad. The “Personal Baggage” route was abolished entirely, leaving only two routes under tighter conditions.

A Pakistani living abroad previously had three routes for importing a used vehicle: Personal Baggage, Gift and Transfer of Residence. By a Ministry of Commerce amendment to the import policy framework issued on 15 January 2026, the first route was removed entirely.

The country-of-residence condition — the most important line in this guide
The new framework introduced an explicit condition into the Transfer of Residence route: the vehicle must be imported from the same country where the overseas Pakistani officially resides. With that, the option of sourcing it from a third country was closed.
It had been common for a Pakistani living in the Gulf to buy a car in another market and ship it to Karachi. That path is no longer available on this route.
The consequence is simple and clear: if your residence is in Saudi Arabia, your vehicle ships from Saudi Arabia — on Saudi documents, from a Saudi port, with a record showing it left from here.

And the other conditions that were tightened

- ▸ Sale and transfer ban: a vehicle imported on either route cannot be sold or transferred for a full year from the date of import.
- ▸ Vehicle age: cars no more than three years old; other vehicles up to five years.
- ▸ Motorcycles and scooters: through Transfer of Residence alone.
- ▸ Safety and environmental standards: now applied to these vehicles as they are to commercial imports.
- ▸ Pakistan Origin Card holders: eligible under the applicable routes.
- ▸ And no region is exempt: it was stated officially that no area of Pakistan permits duty-free vehicle import — every vehicle pays its duties in full.

Gift or Transfer of Residence — which one is yours?
Who qualifies? Parents, spouse, children, brothers and sisters.

The category to which none of the above applies on the vehicle file.
Shipments for diplomatic and consular missions and their staff do not go through the Gift route or the Transfer of Residence route, and are not bound by their conditions. The basis here is the status of the mission or of your accreditation with it.
Everything set out in the previous section — the country-of-residence condition, the 850-day rule, the three-year gap, the one-year sale ban and the vehicle age limit — are restrictions belonging to the two personal routes and do not apply to a diplomatic shipment, which follows an independent system.
