But the practical application is far stricter than the text
A returning citizen must have lived outside Tanzania for twelve months without interruption in order to be exempt from duties and taxes on used personal effects.

Stop at the phrase “without interruption.” That is the entire difference.

In practice that means something harsh:

Someone who worked in the Gulf for three years, then visited family in Dar es Salaam for a week ten months before moving back, may have their file read as not meeting the condition.

⚠️ They broke no rule — they visited their mother.

Personal effects must be imported within ninety days of the first date of arrival in Tanzania — and customs treats the first entry date as the date recorded, even if that entry was on a temporary visa or permit.
